The Electronic Tendering System (ETS) of the Government Logistics Department (GLD) provides an electronic means through the use of Internet technology for handling tender and related activities. It saves both time and cost for the suppliers in the tendering process.

Electronic tendering has opened up new possibilities for making the purchasing process swifter, more responsive and less paperwork. Through the ETS, suppliers are offered more business opportunities as compared with traditional channel.

A strong security framework of the ETS will ensure authenticity, integrity and confidentiality of tender documents submitted. The most advanced commercially available encryption technology will be used. The implementation of the ETS is a great step forward in the promotion of e-commerce.

The security of ETS as an electronic business application

ETS is designed and implemented with a complete security consideration and is one of the first application fully utilizing the public key infrastructure (PKI) established by the Hongkong Post designed to enable a secured environment for electronic business applications like ETS. PKI is an advanced solution to address Authentication, Integrity and Confidentiality. ETS supports digital certificates (e-Cert/i-Cert) issued by the Certification Authority (CA) operated by the Hongkong Post.

Besides, there are also comprehensive security measures to ensure the proper administration and operations of the ETS service such that integrity and privacy issues are well covered at least as good as the manual process.
